playing a ranger myself:
- lacerate - self explanatory
- escape (PvP) - it's only use was to use it on a melee for IMS, now it's useless
- equinox - see lacerate
- quick shot - I still don't know why they made this, basically you fire a normal arrow, but use a skill for it, so it costs energy and takes 1 second?

Defy pain. I once pugged a desert mission with a guy who actually thought he needed to run Defy pain to survive playing melee.

Poison arrow and barbed arrows is pretty nice in RA. Magebane is better, but if you suck at rupting, pressuring hard is a nice alternative.

Compared to some of the skills mentioned here(hello Amity) this skill isnt that bad. Certainly not the worst in the game.

It used to be helpful with a "turret" ranger/archer. Used with Needling Shot, you could fire arrows very quickly on a foe with less than 50% health. Needling Shot got nerfed, so Quick Shot is now just a quick recharge attack skill. Not a bad skill, but a bad elite.

Lots of worthless monk elites.
Wail of Doom is a pretty worthless Necro skill. Big deal, render a target ineffective for a whole 3 seconds and a 15 second recharge (and health sacrifice on top of that too).
How about OVERRATED elites? I think that reactive type hexes like Spiteful Spirit or Spoil Victor are massively overrated in this game. Given the power creep that had occurred, it has become incredibly more effective to just directly hammer the crap out of mobs and kill them outright.
I also think that Broad Head Arrow in PvE is completely anachronistic for the same reason.

U shouldnt spam Quick Shot just allone. Use Pentrating attack quick shot, (another bow attack) quick shot. THats the meaning of it I think.

I can`t think of a better example that fits to this topic.
5 years in the game both PvE/PvP and during all that time the rangers have been using Apply Poison to put everything on poison.

I had a long list I was writing, all sorts of crappy skills. However I have found the champion.
Second Wind: Elite Spell. You gain 1 Energy for each point of Energy lost due to Exhaustion. You are Exhausted.
Because nothing helps combat exhaustion effects like even more exhaustion.
Amity, Word of Censure were close favorites
